About the program

The Indian Health Service Injury Prevention Program exists because injury falls harder on American Indian and Alaska Native communities than on the country as a whole. Unintentional injury is the leading cause of death for American Indians and Alaska Natives ages 1 to 44, and the third leading cause across all ages. The program’s purpose is to raise the health status of American Indians and Alaska Natives by reducing severe injury and death.

Within that effort, IHS runs the Tribal Injury Prevention Cooperative Agreement Program (TIPCAP). Established in 1997, TIPCAP funds Tribes, Tribal organizations, and Urban Indian organizations to build lasting, local injury-prevention capacity. It does not prescribe one model. Each site designs and carries out the prevention strategies that fit its own community, using evidence-based methods where they exist and promising or innovative approaches where the local problem calls for them. Priorities are set locally and can include motor-vehicle injury, elder falls, drowning, fire and burns, poisoning and overdose, suicide, violence, traumatic brain injury, and pedestrian safety.

Since 1997, the Injury Prevention Program has funded more than 135 TIPCAP grantees. Red Creek Solutions facilitates the program for those grantees and provides technical assistance across program development, implementation, evaluation, and training.

Our role

Red Creek Solutions is the external monitoring contractor for TIPCAP sites nationwide. We facilitate the program for grantees and provide technical assistance so each site can run its own injury-prevention work without losing ground on federal requirements.

The work stays close to the site. Programs are led by people who know their own communities, so our job is not to run them from the outside. It is to keep reporting, timelines, and deliverables clear, and to put the right expertise within reach when a site needs it. Subject-matter specialists support data analytics, program reporting, evaluation, best-practice resources, partnership development, and public health injury prevention, including one-on-one help on program-specific requests.
