Native American and woman-owned firm to strengthen victim-services capacity across Indian Country.

FRISCO, Texas, October 2, 2026. Red Creek Solutions (RCS), a certified 8(a), Native American, and woman-owned management consulting firm headquartered in Frisco, Texas, today announced its selection to support the U.S. Department of Justice, Office of Justice Programs, Office for Victims of Crime (OVC) Tribal Victim Services Program Management (TVSPM) Support Center. Issued as a small-business set-aside, Red Creek Solutions will perform its work on the contract in partnership with Heartland Consulting, as an SBA-certified 8(a) small business.

The TVSPM Support Center helps Tribes and Tribe-serving organizations that receive OVC Tribal Victim Services funding meet award conditions and build lasting program capacity. The work includes compliance assistance, training and technical assistance, tools and resources, outreach, event support, and special projects assigned by the Department of Justice, so that victim-service programs in American Indian and Alaska Native communities are stronger, more sustainable, and more culturally grounded.

Red Creek Solutions brings direct, recent performance on this mission. RCS team members carry four years of hands-on work on the previous Tribal Victim Services Training and Technical Assistance / Capacity-Building and Technical Assistance Program. In a single recent year that team delivered 460 training and technical assistance sessions, 28 distinct trainings, and 21 webinars reaching about 500 participants, and supported 210 grants totaling approximately $63 million, including sustained work with 199 Alaska Tribes and 11 Tribal organizations.

That experience covers the full spectrum of victim-service programs Tribal Nations operate: crime victim advocacy, child sexual-abuse response, domestic-violence shelters and transitional housing, elder-abuse programming, sexual-assault response, services for Native survivors of human trafficking, Missing and Murdered Indigenous People family support, and child advocacy centers. RCS staff also help Tribal partners complete needs assessments, strategic and sustainability plans, and federal grant requirements.

RCS is bringing a majority-Native operational team that already lives and works in proximity to Indian Country, including Alaska and the Lower 48. Program Supervisor Mitzi Pope, MSW, LCSW, an enrolled citizen of the Mvskoke Creek Nation and a licensed clinician with incumbent Tribal victim-services experience, will help lead day-to-day delivery. The firm’s approach is to walk alongside Tribal grant recipients, building capacity that stays with the Nation after any single engagement ends.
